Delays to introduction of national registration and licensing scheme due to IT issues

Recent reports indicate that national transport ministers have agreed to defer the 2009 start date for the implementation of a national registration and licensing scheme due to uncertainty as to whether an effective IT administrative system would be ready in time.
It appears that it will take between 12 to 18 months for the states and territories to have an adequate system in place and this has led to the Australian Transport Council (ATC) effectively pushing back the start date to 2010.
Initially the ATC had agreed to set up a uniform heavy vehicle regulatory arrangement by July next year with the aim of having it in place by 2010.
The ATC is reported as wanting to ensure the regulator focus on efficiency, road freight safety and delivering a comprehensive compliance service.
